Operating Sites in the Park
The picnic areas are obvious options. Overnight operation at a campsite seems practical with most of the sites being enclosed in wooded portions of the park. Since the headquarters at the entry is one of the highest points in the park, fully self-contained mobile operation might be best at the parking lot there.
In addition, a number of trails have full-sized permanent benches. These may be convenient, but are usually immediately adjacent to the trail making antennas more difficult to place safely.
The waterfall area does not have any good sites given the crowding for parking and high volumes of foot traffic.
Park Facilities (restrooms, headquarters, entry points, etc.)
Entry is by motor vehicle at the one road off of Highway 23. Foot and bicycle access is possible from the Military Ridge State Trail.
Bathrooms are likely available year-around at the Cox Hollow and Twin Valley Picnic Areas. At Cox Hollow, the bathrooms adjoining the concessions next to the parking lot have running water and heat. More information is required about seasonality of campsite support (bathrooms and showers).
Concessions are seasonal, but may be opened with reduced hours for scheduled large parties/events in the near-off-season (first weekend of October in 2022).

Antenna Restrictions
Uncertain.
Cellular Phone Coverage
Verizon coverage in fall 2022 was pretty decent at middling bars. Didn't have any trouble with data connections.
Special Considerations
Many trails are open to equestrian travel. It's probably best to operate away from likely encounters with horses. Also try to keep your shoes clean when hiking.
